1401 Project

Objective

The CCAT San Diego Team with SDSU 1401 Project team, SSC San Diego, and the Office of the Secretary of Defense’s Homeland Security and Americas’ Security Affairs’ 1401 Technology Transfer Program, will be working collaboratively to facilitate the transition of DoD sponsored technologies to the first responder community.

Background

In 2003, Congress enacted language requiring the transition of DoD developed technologies to the first responder community. Working closely with its sister Departments of Homeland Security and Justice, the Office of the Secretary of Defense’s Homeland Security and Americas’ Security Affairs’ 1401 Technology Transfer Program has implemented several initiatives to meet the congressional mandate. Among these is an initiative to identify technologies in the many small companies nationwide which were developed at least in part with DoD funds. Learning of the CCAT program, OSD representatives are establishing a project at SDSU which will leverage the CCAT program processes and resources and the existing strong partnership SDSU has with the local government and first responder community.

Program

CCAT SD, SDSU 1401 Project team, and SSC SD will be working with the 1401 program office to determine first responder capabilities and technology gaps, conduct nationwide solicitations for technology solutions, facilitate in situ test and evaluations for candidate technologies, and provide detailed recommendation to facilitate the transition of viable technologies to the marketplace.
 

Two concurrent opportunities for services were offered through the solicitation, each separately funded and managed but closely aligned and focused on achieving the same objective of getting DoD developed technologies into the hands of the first responders. The primary service to be provided to selected applicants by the SDSU 1401 Project team will be the introduction of their technology for test and evaluation by one or more first responder agencies. The project team will conduct an independent performance assessment of the technologies to include 1st responder input and prepare a detailed report for distribution to the applicant, the 1st responder community participants, and the government program sponsors.
 

Concurrently, awards and services are being provided by the CCAT San Diego Project team for competitively selected technologies of interest to the first responder community and which have an established operational utility.
