DHS Program

Objective

The primary objective of this DHS S&T funded initiative is to promote the identification and advancement of technological solutions to the first responder community.

Background

The Office of Interagency and First Responder Programs in the U.S. Department of Homeland Security Science and Technology (S&T) Directorate is responsible for managing the transition of near term technology enhancements to the operational components, directorates, and first responder communities. To meet the objective, the Office working with the First Responder Working Group identified priority requirements and technology gaps and established the TechSolutions Program charged with identifying and funding viable technologies that offer solutions to priority first responder requirements. Learning of the CCAT Program, DHS TechSolutions representatives initiated a project at SDSU to leverage the CCAT Program processes and resources and the existing strong partnership SDSU has with the local government and first responder community. In September 2010, CCAT San Diego received funding to establish a technology transition program in collaboration with the SDSU Homeland Security team and representatives from SSC Pacific and DHS TechSolutions.

Program

The DHS Program will conduct nationwide solicitations to identify and fast-track to market innovative technologies in companies and academic institutions nationwide that offer promising solutions to first responder priority requirements. The CCAT Team will be providing various services to include funding for technology development, test, and evaluation; market and business development support; networking opportunities with angel and capital investment groups; and opportunities to showcase and demonstrate technologies to first responder agencies. All recipients of funding and services under this program will be selected via a competitive process in which independent, third party subject matter experts, including representatives from the first responder community, will evaluate the applicants proposal. The Program will also conduct research studies to more fully define technology gaps and requirements; the results of which will be used to fund further solicitations and funded research.
