A primary objective of CCAT is to accelerate the time to market for technologies residing in government laboratories, universities, and private companies – particularly small innovative companies lacking the resources and expertise to commercialize new cutting-edge technologies. CCAT employs an academic-industry-government collaborative process and provides customized technology, market, and business development services to facilitate the transition to market of cutting edge technology in support of military operations, homeland defense and other DoD-defined requirements. CCAT provides a competitive vehicle for identifying solutions for these technology requirements and a comprehensive market-driven methodology for moving technology solutions to the commercial and government marketplaces.

CCAT San Diego offers a menu of services tailored to the specific needs of selected clients. These services include marketing, business development, mentoring, venture capital networking, mini-grants for technology test, evaluation, integration, etc., and other support needed to fast track the technology to the marketplace. In addition to addressing the main objectives of the CCAT program, the CCAT processes and services are now being leveraged to support other priority DoD programs such as the 1401 Technology Transfer Initiative, ONR Technology Transfer Program, and others. CCAT San Diego supports the following programs/initiatives:
- CAT Program – The primary focus of CCAT San Diego program operations is to advance new technologies in support of priority DoD requirements in Unmanned Ground Vehicles (Joint Robotics Program) and Naval Expeditionary Combat Command operations. - Technology Transfer (T2) Initiative – CCAT San Diego, working closely with the Office of Naval Research and SSC Pacific, provides services to facilitate a more rapid transition of technologies from government (Naval) laboratories and academic institutions via license agreements to existing and new start-up companies. - 1401 Project – Working with the Office of the Assistant Secretary of Defense for Homeland Defense and Americas’ Security Affairs and SSC Pacific and under a separate contract, SDSU and the CCAT San Diego team will employ various CCAT resources and processes in collaboration with representatives from the San Diego regional 1st responder community to execute a program to identify DoD-funded technologies developed by industry, primarily small companies, to facilitate their transition to the 1st responders.
