
Department of Defense, Office of Naval Research - With congressional support, the CCAT Program since July 2001 is funded through the Office of Naval Research, Office of Transition for Small Business 03TSB, with program oversight performed by the Space and Naval Warfare Systems Center (SSC) Pacific. The program's two main objectives are to: 1) promote the transition of advances in technology from small companies to address priority military requirements such as mitigating the impact of IEDs, enhancing personal protection gear, promote advanced chemical-biological sensors, etc.; and 2) facilitate the transition of government technologies from DoD laboratories to the commercial market place via license agreements with existing or start-up companies.

Office of Assistant Secretary of Defense for Homeland Defense and Americas' Security Affairs - This Office provides oversight to DoD homeland defense activities, develops policies, conducts analyses, provides advice, and makes recommendations on homeland defense, defense support of civil authorities, emergency preparedness and domestic crisis management matters within the Department. With the congressional mandate as stated in the Fiscal Year 2003 Defense Authorization Bill, Section 1401, this Office assumed the added responsibilities to work with the Departments of Homeland Security and Justice to facilitate the transition of DoD developed technologies for use in the first responder community. The CCAT Program has been working closely since August 2007 with representatives from this Office in support of the Domestic Preparedness Support Initiative (formerly the 1401 Tech Transfer Program) to achieve the objective of the Initiative using the CCAT model and processes.

Department of Homeland Security, Science & Technology - The Office of Interagency and First Responder Programs in the U.S. Department of Homeland Security Science and Technology (S&T) Directorate is responsible for managing near term technology enhancements for first responders. The primary objective of this DHS S&T funded initiative is to promote the identification and advancement of technological solutions to the first responder community. Beginning in September 2010, CCAT Program staff, in collaboration with the DHS TechSolutions program (www.techsolutions.dhs.gov), will be providing various services to include the conduct of nationwide solicitations to identify technologies that address priority first responder operational requirements, funding prototype development of technical solutions, and providing marketing and business development services to facilitate transition to market.
