Technology Transfer (T2)
Objective
The CCAT San Diego team in collaboration with SSC San Diego is offering a technology transfer program, which is complimentary to the Office of Naval Research Technology Transfer (T2) initiative. The CCAT SD T2 effort is a specialized program to address the unique requirements of commercializing government (DoD) funded technologies developed in government and academic laboratories.
Background
Currently, Navy and other federal laboratories and academic research institutions conduct extensive research and development activities. However, many of the more significant advances in technology are often developed but not brought to market. Since commercializing technologies is at best a collateral objective for most laboratories, there are limited resources for and experience in transitioning technology to the market. With the exception of “TechLink” a DoD-funded initiative administered by the University of Montana to facilitate the licensing to industry of DoD laboratory patented technology, there is currently no effort to identify other viable technologies in government or academic laboratories for transition.
Program
In addition to the periodic nationwide solicitations targeting government laboratories and academia for technologies addressing specific requirements, CCAT San Diego will offer additional opportunities to identify technologies for induction into the CAT program.
- A "targeted solicitation" initiative was implemented in January 2008 in which CCAT San Diego solicited technologies for transition from several naval laboratories, including SSC San Diego; Crane, Indiana; Port Hueneme, CA; and NUWC Newport, RI. Five technologies (see Portfolio link on this page) were selected and graduate student teams were assigned to conduct market research intended to identify a viable market sector and potential licensee(s). Upon completion of the market studies, the CCAT SD team proposes to implement a "Graduate Internship Program" in which a graduate intern will work directly with the ORTA in the selected lab to help execute the study recommendations and assist in the "spin out" through a license agreement to an existing or a start-up company. Additional services for qualified candidates may include assistance in developing a Cooperative Research and Development Agreement (CRADA) to facilitate technical collaborations between the lab and licensee.
- The "open solicitation" to government laboratories and academia having DoD-funded technoligies is available through which an application for CCAT services may be submitted at any time. The CCAT San Diego program office upon receipt of an application will initiate the required review and assessment and notify the applicant of the results. As with the "targeted solicitation," selected technologies will receive tailored services to facilitate the transition of the technology to the market.
